Pls can someone explain to me why our Nigeria Naira notes are just too dirty..and very bad....

I thought is CBN responsibility to make new notes and withdraw the old and bad notes..

Why is CBN not doing all these..

because some notes look so tattered that u have to reject them, but u cannot because change is and issue.

Pls what is happening and why is the Nigerian notes so tattered and Dirty in this APC RÉGIME...
