RE: ACHIEVEMENTS OF GOV. IFEANYI OKOWA IN 2YRS BY OSSAI OVIE SUCCESS.

I have read with serious concern some of the questions being asked on the social media, It is therefore paramount for me to address them all.

But before then, as citizens we are all aware that despite the recession , the Okowa led administration has been able to meet up with the people's demands and continued some of the projects left behind by the past administration.

1. Free Mother and Child Care

2. Canceled the 0-5yrs free medical care for children in DELTA state.

3. Stopped the free medicals for pregnant women in DELTA state..

4. Cancelled the FREE Cesarean section that usually cost so Much for delivering mother's.

Answer to Number 1 To 4 Questions .

Gov Okowa never stopped Free Maternal and Child Care, never Canceled the 0-5yrs free medical care for children in DELTA state, Stopped the free medicals for pregnant women in DELTA state, Cancelled the FREE Cesarean section that usually cost so Much for delivering mother's.

Answer to Number 1 To 4 Questions .

With all due respect, I must thank you all for bringing this to our notice.

The truth is that, I have spoken with the Commissioner For Health, Dr Nicholas AZINGE and Chairman of the Delta State Health Insurance Scheme, Dr Isaac Akpoveta.

What really has happened is that the Delta State health insurance contributory scheme has since taken over all the free programmes mentioned above, and they are still free.
No pregnant woman or any child under 5 is paying for their healthcare and if there is any health care centre that charges for all these services, please do us well and report back to us.

5. Free WAEC and NECO Fee : We had situations where the government enrolled students for the exams and they rather prefer to go to miracle centres to write and pass instead of reading to pass. After all, it's free money that can be toyed with. We had situations where students refused to read and fail the exams multiple times, knowing that year in year out, the state will foot the bills of their failures.

6. The Scholarship and award of N5M for first class graduates of Delta state origin and intending PhD students was stopped because the act of sending people out of the country to study a particular course that is being studied in this country is not sustainable looking at the challenges being faced by the nation and the state.

7. Delta state youth empowerment trainees Nov 8, 2015 from Trinidad and Tobago and Barbados were never abandoned by the state government because the Gov Okowa led Administration paid some huge amount of money to sustain them and also bring them back to the country shortly after their completion.

8. The State street lights in some parts of the state are still working most especially the state capital and government has approved the conversion of the hitherto generator powered streetlights in Warri to public power supply.

9. Non-Payment of LGA workers for almost 13-16Months: Let the truth be told, the state government is not owing Council Salaries. It is very unfortunate that some persons are not telling the truth rather going about deceiving the general public. In a society like ours, only the truth can set a man free.
Local Government Staff are not supposed to be paid by the state government, the state government since Gov. Okowa assumed office as the Executive Governor has been assisting the local government councils in the state regarding the payment of the council workers.

Recently I was at the meeting between the State Governor and the State Chapter of the Trade Union Congress where Gov. Okowa passionately explained the true situation to them.

According to Gov. Okowa “When the allocation coming to local government councils was moved from 10percent to a little over 20.6percent, the primary school teachers moved to the local government councils and the state allocation which was over 30percent was then reduced to 20percent; the state never stopped assisting when there is money to offer an assistance to the councils.

From the above statement by Gov Okowa, it is clear that the state government from the little allocation have been assisting the Councils in making sure that salaries are been paid.

In 2015, Governor Okowa released a grant of N3.26bn from the bailout funds to the Councils to pay part of the salaries of teachers and Local government employees.

The fact that the council workers are been owed salaries does not mean the State government should be held responsible.

According to Gov Okowa recently “Salaries owed local government workers is attributed to their unique salary structure, large number of staff and reduction in the allocation coming to local government councils.

It is only in Delta State that local government councils have the same salary structure with the state and federal government.

Staff of the third tier of government are suffering in the state as a result of salary arrears and apart from the salary structure, some local government councils have more than 700 persons as their staff strength.

Gov. Okowa has tried and should be commended for his love towards the State workers at all levels while urging affected workers to embrace peace and support the State Government led by Gov. Okowa.

10. Successfully rendered DESOPADEC to a moribund intervention agency: Gov Okowa never rendered DESOPADEC to a moribund intervention agency, DESOPADEC has embarked on some meaningful projects across the oil producing communities in the state, so it will be unfair for anyone to say that DESOPADEC is not working.

11. Marginalized the entire DELTA South and DELTA Central : This is funny because the state Governor Sen Ifeanyi Okowa has been fair, just and equitable to all parts of the state.
There is no Local Government in the State that Gov Okowa has not touched with one project or the other.

12. Ongoing and Completed Projects in Itsekiri : Saying that there are no projects in Itsekiri land is not fair because Gov Ifeanyi Okowa has recently commissioned some projects within that axis.
Below are some of the projects: 1-Rehabilitation of NPA Bye Pass Road (from New Port Gate to Old Port Gate), Warri, Warri South Local Government Area, 2-Construction of Trans Warri – Ode-Itsekiri Bridges and Access Roads Phase I: Section I Ubeji to Ode-Itsekiri Roundabout with Spurs to Ijala Ugbodede, Orugbo and Ajigba – Inorin – Usele Communities and Section II (iii) Ode-Itsekiri Internal roads, 3-Reconstruction of Ubeji Access Road (from NPA Road Interchange to Trans – Warri Junction, Ubeji, 4-Construction of Access Road to Awaritse Industrial Park, Obitugbo (Phase) 1 in Warri North Local Government Area, 5-Rehabilitation of Esisi Road and Marapo (Swamp) Road, 6-Construction of Rigid Concrete Pavement Road at Obitobon-Elolo-Ajaokurogbo-Orubu Road, Ogidigben, Warri South West, 7- Construction of Lucky Kpenosen Road, Koko, 8-Construction of Iwere College Road, Koko.

13. Warri and Sapele Central Hospital : Gov Ifeanyi Okowa so much believed in the Health Sector because that is where he came from.
Below are some of his achievements in the health sector

* Reduction in quackery through increased supervision of registered facilities and closure of unregistered clinics.

* Improved supervision of private pharmacies and patent medicine vendors.

* Improved routine and random monitoring of nursing and maternity homes.

* Increase in out-patient and in-patient load in all health care facilities in the state.

* There is an ongoing personnel training in the health sector.

* Delta State University Teaching Hospital (DELSUTH)

Health Infrastructure

Infrastructural upgrades have been going on in all levels of care training institutions across the 3 Senatorial Districts, including primary health care, secondary health care and School of Nursing

14. This present Government owes Pensioner's predating 2015: Since Gov Okowa assumed office, he has been able to pay pensioners some of the money being owned .

15. Talking about appointments, Government has been fair in all the appointments given to sons and daughters of the state.

16. Owes striking Polytechnic workers over 6 months salary arrears.
It's about promotion arrears, that was agreed upon during the last dispensation. As it is, the government is on top of the issue.

17. Converted #3.6B for the greater Abigborodo road to the dualization of Sapele warri road.
That as well is not true. Contract that have been awarded cannot be converted.

18. Sacked Over 3000 civil servants recruited by the previous administration.
The sacked civil servant were not employed the right way, the proper procedures for civil service employment were not followed. And more so, the government cannot afford to employ more persons at this point in time, because of the current state of finance in the state. The wage bill at the moment is over #6.5billion, which is above the allocation from the federal government.

Together we can move this State forward, let's give Gov Okowa more of our support.

Thanks and God bless you for your questions.
