If, for instance, a Ward of about 15 polling units and about 3500 registered voters in all, recorded only about 23 votes only on a general election day, with some polling units recording "zero" votes even, and it happened to be as a result of "low turnout of voters on election day", would it be counted that a proper election was held in that Ward.??
I want to know..
Are there provisions in the Electoral Act or in the Nigerian Constitution on the minimum number (or proportion) of votes in an area - with respect to the number of registered voters in that area - for which it would be regarded that "There Was No Election" in that area.??
