Is it actually much better than glo 3g. GLO 3G bleeps up so much. Glo 3g signal goes off a lot. It's probably the worst network. Is the 4g any better

3G depends on your location. You can get their new 4G sim, it's already cut into micro / nano.

But 4G is quite decent

Though you have to note there is a minute difference between Note 4x and Note 4 Global. The latter supports additional FDD LTE bands than the Note 4x.
Xiaomi Redmi Note 4 SD Global: FDD LTE - B1/B3/B4/B5/B7/B8/B20
Xiaomi Redmi Note 4x: FDD LTE - B1/B3/B5/B7
Aside the above, there is no other notable difference.

I need help on how I can lock it permanently so that no one will be able to use it or is there anything I can do to still track and get the phone ? (Note - I ve not activated any security app except screenlock on the phone).

Apn name- airtel

Apn- internet.airtel.com.ng

Username - internet

Password - internet

Leave every other thing blank ND then save. Select the new created apn

Now have you considered the difference between Redmi Note 4 and the 4x are quite a few, but what do you expect at the end. They are all still mid-range phones, that is why you don't expect them to put all the finish in this world on the Build quality. So take the phone, compare it to other mid-range devices and note the difference, not that much.
People call me a lot to ask what kind of Xiaomi phone to get, I outrightly tell them to go for the Note 4 Series cos of the buid quality and co. But when you are on a slim budget and still want Xiaomi, na watin you go do.
Just sit down enjoy your phone and when God bless your pocket my Brother Upgrade.

Eeya, sorry about that but sadly, there is nothing u can do about it without mi account activated on it. Next time u get a xiaomi phone, first activate ur mi account

Cannot use only glo LTE.

Redmi note 4 doesn't support Glo 4G band 28 but you can use MTN, Etisalat 4G on it.
