if she remember's the local government area where she was born , and she also remember's her dad and mum's name and also her date of birth .. she can go there and they will issue another birth certificate to her .. just a token ..no hard work at all ..

It's not hard to get.
Since she was born before 1992
She should go to her local government or any LG around her or you can help her do it.
But she have to swear new affidavit of age which she will have to take it to NPC office.
NPC will now give her attestation letter.
What you will need - 2 passport pics,
Sworn declaration of age,
photocopy of id.
If someone will be helping her to get it, then they will need a copy of their own id
