The US have subs carrying nukes in the high sea close to NK waiting for commands to reduce NK to rumbles. NK on the other hand can only do damages to SK and US presence there and if it very critical the US can discount those losses in other to eliminate NK before they possess capabilities that can damage to US mainland.
