Constitution amendment: N’Assembly sends 29 clauses to state lawmakers Published November 22, 2017 Members of the National Assembly Leke Baiyewu, Abuja The National Assembly has transmitted proposed amendments to the 1999 Constitution to state Houses of Assembly for concurrence, The PUNCH learnt on Tuesday. It was gathered that the “clean” copies of the amendments had been made ready for transmission as of Monday, while the process for the referral to states began on Tuesday. The Constitution Review Committee of the National Assembly had proposed 33 alterations in the Constitution which were drawn from 27 bills, with 29 of them approved by the federal parliament. The four rejected proposals were devolution of powers to states; deletion of Land Use Act from the Constitution; state creation and boundary adjustment; and 35 per cent affirmative action for women. Each of the proposals needs the approval of not less than two-thirds or of the 24 states. The National Assembly will no longer vote on the proposals but will collate the approved alterations from the state for presidential assent. A source in the Senate, who spoke on condition of anonymity, said the process was delayed due to harmonisation of positions of the Senate and House of Representatives on the proposed amendments as well as duplication of copies for the 36 states of the federation. “Cleaning up the copies was to ensure that what you have in the Senate is also what you have from the House of Representatives,” the source said. The source further disclosed that the state assemblies were expected to turn in their resolutions to the National Assembly in the first quarter of 2018 for further legislative process and onward transmission to President Muhammadu Buhari for assent. According to the official, the state assemblies will find it easy to come up with their resolutions of the proposed amendments as they were carried along in the process by the National Assembly. “It is not expected that the state assemblies will unduly delay the transmitted copies, especially when they were carried along at every stage of the Constitution amendment process,” he said. The four rejected proposals were devolution of powers to states; deletion of Land Use Act from the Constitution; Lame. Nigeria should be moving a lot of items out of exclusive list and Land use act slows down real estate development. The other 2 proposals were unnecessary. nickxtra: The governor's are inconsequential compared to Speaker of house. The governors can veto them because it takes 2/3 vote. The only power governors have is talking them down. I know exactly what the Akwa Ibom speaker wants for example so their voting won't be a surprise. 1 Like |

For me,Nigeria is not still ready to develop, the land use act should be deleted,let people own and control all the resources found on their land,and they will be paying tax. What's stopping the foolish federal government from also taking over people farm land,but if nah oil them see,you will see them taking over the land...rubbish country 1 Like |

At least LG autonomy will scale through. I doubt local government autonomy will scale through bearing in mind that local government funds is what the governors use in playing ojoro. And besides all the houses of assembly are completely inside the governor's bag. 1 Like |

If they rejected devolution of powers and amending the land act. Then what are still amending. A true amendment of the constitution cannot emanate from NASS 1 Like |
