It indicted Atiku only.OBJ was also guilty of misappropriation of the funds.
Also Atiku's statements on the senate were not investigated.For example Atiku said that OBJ used 1billion naira to register a gun after his own name (OBJ 006) and so many other evidences that Atiku gave were all swept under the carpet.

It is also clear that the chairman and some members of that committe were heavily bribed.Because the chairman and some of the members were seen in aso villa were they held meetings with the corrupt fool(Obasanjo).
