Yes God exists outside OUR time and space. Another way of putting it is, that everything we see in the world are bounded within the limitations of time and space . This time and space is also created by God. Hence he is independent on these quantities and exists outside its boundaries.Thats why we dont see him.

Man can not see God or angels unless God allows it to happen therefore they must exist in another dimension or astral plane; that is, if one truly believes in the existence of God and angels. Science appears to have proved the existence of other dimensions of existence.

Why assume that this universe is all that exists?

God is a Factor. He is beyond all things, hence cannot be modified by any force or power since all are responsible to His dominion. God can only change if there exist the greater.
God is eternity meaning that He is before and beyond all things hence cannot be comprehended neither can He be defined by any. All we can see explain that He is consistent in Himself.
Whoever explains God is THE GOD.

God is the source of the refreshing spring we call Life. He has a creative mind (His refreshing Spirit) bringing every new morning to birth.
His works may change but His nature has not.
