Some years ago someone here accused a web designer of not giving him full access to his site. And now I want to contract my site creation to somebody, as a novice what do I need to demand from him when the job is done or what should be the term of contract?

Get the hosting details and change the password when he's done, but it's unethical to access a client site after the job is done without authorisation....

You need to demand the username and password to the domain name registrar's website, to the CPanel, and to the CMS -- if the website is designed using CMS.
