Most Catholic churches don't use communion cards, and those that use place the communion cards at the entrance before Mass and remove before the Gospel reading. So, if you don't pick a card it's assumed you came late and not fit to receive communion for that Mass.
Besides you're making the communion card sound like an identity card members have in their possession, which it's not.

I cant speak for the parish but it is not allowed for a person who has not been confirmed (Confirmation marks the point in the Christian journey at which you affirm for yourself the faith into which you have been baptized and your intention to live a life of committed discipleship. This affirmation is confirmed through prayer and the laying on of hands by the confirming bishop.) You cant take the Holy Communion if you dont know what it is all about. Just like getting married without going through marriage classes and all that. Its spiritual guidance. As for the parish, it could be their rule as there are specific days for Holy Communion service. Because they are not sure you are confirmed, it was best for them to reject the person. I am just saying while not holding brief for them. Confirmation is the supernatural equivalent of the growth process on the natural level. It builds on what was begun in Baptism and what was nourished in Holy Eucharist. It completes the process of initiation into the Christian community, and it matures the soul for the work ahead
