The "bands" are not there to "hold" a damaged rifle. If a soldier is going for a guard duty in a calm environment, one 30-round magazine is enough. No need for any band to attach a second magazine. But in a very hot and flash point environment, to hold a rifle with just one magazine may be suicidal, hence the "bands" you see on them.
