Notepad. Notepad is not just cheap, it also comes with your computer. With it you can setup a simple html, css and little of js website.... In just few days you are good to go

I strongly suggest you read up this tutorial on how to create your website successfully before attempting it on your own.

You will learn a lot from it and will get to know the important things to look for.
