Is there a law that says the health officials have the right to extort restaurant owners and hoteliers of their money, under the guise of Environmental and Health Levy? What is the levy even used for? Do these health officials use it to provide any sanitation services, or health benefits to the restaurant owners?

Ask them for me ooo. They come to inspect tell you stuff like you need a mosquito net in your kitchen or the dustbin LAWMA has not emptied is too full and impose their levy and will lock your establishment if you don't pay.
