My laptop is not receiving Wi-Fi signal from my phone, and it does receive from other phone. Meanwhile, other laptop receive signal from my phone. How do I go about this�

1. Open your Network and Connectivity Windows page, look for your WiFi name or phone name.
2. Delete it totally or choose 'forget xxxxx'.
3. Switch off your mobile hot-spot and laptop WiFi and switch back in again.
4. Switch both back on and try to connect. Your PC would prompt for the hot-spot password, enter it and you're good to go.

If it's your PC, it's always recommended to leave it at 'connect automatically'.

Ipv4 has to do with the internet protocol version. Most devices run on Ipv4 as it's the most common. I don't think changing it to ipv6 will improve speed.

You should turn off your mobile data when using Wi-Fi.

If you like switch to 30GHz band. If your ISP is giving you 500kbps speed, you will be restricted to 500kbps. The 2.4GHz band is enough to handle the speeds being given by our mobile networks.
