EternalTruths: Thank God that you said "Proposed" meaning that it has not been excuted. It is a proposal ie a mere wish. So also in Budget matters..... You propose on what you want to do, expenditures you wish to undertake given available resources or revenue. It is a wish list technically defined as the expenditure and revenue plans of the government in a year. The expenditures are tied to your revenues. It is not a sure bet rather as money comes in you fund your proposed projects. If in a particular year you are not able to execute your proposed projects due to shortfall in revenue you re propose in the next year's budget with the hope that your revenue profile will improve. Now the first proposal was done in 2017 but the economic indices that year showed that oil prices were low implying low government revenue since oil is the major source of government revenue. Futhermore, inflation was high and the economy was also in recession in which we came out from late last year. So all this factors may have contributed to the inability of government to execute the project now making them to represent it in 2018 budget since the economic indices have changed. Oil prices are up again, inflation is coming down leading to improvement in government revenues. On a lighter note assuming without conceding that 2 billion was appropriated last year, who is even sure that the said amount was not tampered with at the same committee's stage given the aloofness of our so called senators/ representatives and bearing in mind that we only got to know about the cut through PMB. The facts remains that as long as we don't hold our law makers responsible ans keep reaching for a person meant for 200million people we can never move forward How many of us have hold our local government chairman responsible don't u think they have responsibility for the allowance being paid to them also all reps have to account for every constituency allowance and projects but no we prefer to call the president we need to wise up and hold the closest to us accountable so the we can get something instead of nothing 3 Likes 2 Shares |

Buhari should stop playing to the gallery and create a supplementary budget for the project instead of hookwinking the gullibles not believing his divisible antics. we know his die hard senators positioned at the appropriation committees levels did his bidding. A senator from southeast chairs the aviation committee, yet they cut the budget to upgrade Akanu Ibiam airport. Only a fool will blame PMB for this. Am always happy I never voted any senator/HOR during 2015, parliamentarians are our number one enemy. 3 Likes |

Hypocritical PMB did nothing with the N2bn appropriated in 2017. Now, he wants to tell us he will not do anything in 2018 because funds were not appropriated. The only reason the bugger is still president is that our people are illiterate, uneducated and easily taken for a ride. The more reason he'll keep working to ensure education is flat on it's head. How exactly was the money siphoned?... If the budgeted figure wasn't released last year, is this the first time we shall be hearing of a project budgeted for but not executed because of paucity of funds?.. If a project was budgeted for last year but couldnt be executed due to funds, I would imagine the normal thing to do is to re-include it in the new budget. So I'm confused by these comments, if the money could not be released last year, how is that now a justification for the budget to be cut this year?... how can any 'okay' person possibly defend the legislators on this?...
