Yeah, it work for international dropshiping.
Oberlo subscription is different from that of Shopify.
If you want to use Oberlo on your store, then you will pay the oberlo fee separately.
But you can bypass the $29 Shopify monthly fee until you make your first 50 sales if you order for this service
