Why are those dead in the sea not in hell ? Rev 20 vs 13

[13 And the sea [u] gave up the dead which were in it; and death and hell delivered up the dead which were in them: and they were judged every man according to their works.

The answer is at the end na, u can't derive and answer if u ignore the end of that verse.

But to be sincere nobody is in fire now, but those who died without Christ is in the first and second part of hell which is grave and darkness.

Those people given up by the sea and hell(darkness) which u quoted will be judged and whoever's name is not written in the book of Life is cast into the lake of fire. (Revelation 20:15).

Hell, in that verse is Sheol also known as grave.
So, Revelation 20:13 is saying, the sea and grave gave up their dead.

So Hell is Grave ?

Hell in Luke 16 is also Sheol ,, does it mean the rich man is in Grave too ?

You'll see that Jesus, told quite a sizeable amount of parables, varying in total, between a number of 45 and 60.
They usually have a plethora of lessons and moral truth in them.

Luke 16 has a parable mention
As most parable usually are, a good amount of them, actually are a faithful representation of reality.

They at times are told, as a story, with verisimilitude characters.
The Rich man & Poor man named, Lazarus characters, in Luke 16 is an example of parables with verisimilitude characters.

How did/does Sheol exist?
To start with, contrary to popular belief/opinion,
there is not an interim place, called Hell or Hades where people, go to and languish in fiery torment, pending the white throne judgement
That is part of Greek mythology

Grave/tomb/sepulchre sites, in fact, are merely places of deposit for a corpse.
So, sheol, in an oversimplified or elementary manner, can be grave or has been referred as grave
Sheol, as a matter of fact, is the realm of the dead or departed souls

We have verses in OT (e.g. Psalm 9:17 etcetera) suggesting that the wicked go to sheol
but it was Jesus in the NT that brought things into perspective when he shared the hyperbolic illustration of sheol with the story of the Rich Man being elsewhere and Abraham with the Poor Man being on a different side

Well, until Jesus' parable in the New Testament, Luke 16:19-31 to be precise, sheol in general,
without necessarily distinguishing between righteous or unrighteous souls, has been the realm of the dead or abode of the dead.

From Jesus' parable, we got to know, that, Sheol, has two sections with a dividing gulf (i.e. a demarcation, if you'll like to call it that way)
The two sections were the Rich man section and Abraham's bosom section

The etymology of afterlife from a Jewish point of view and concept (i.e. Sheol, with 2 sections) has changed over time
and Sheol, since, has being interchangeably replaced with Gehenna and Hell/Hades

Nobody ask you if Sheol is hades or if it has three compartment or four , Why are those in the sea NOT in hell ? And you said Hell in that revelation means grave.

As I earlier wrote grave, tomb, sepulchre sites or even cemetry, in fact, are merely places of deposit for a corpse and so, Sheol, in an oversimplified or elementary manner, can be grave or has been referred as grave. I further said, sheol, as a matter of fact, is the realm of the dead or departed souls, this meas whether one is buried in a grave or die at sea, the soul ends up in sheol. Hell is not really a Jewish concept, it has its origin from Greek mythology. So yes, the rich man and/or those who died at sea at that time are in the Sheol, otherwise in a simplified way also called grave
