Its about

An alternate America ravaged by crime and overcrowded prisons, the government sanctions an annual 12-hour period during which all criminal activity -- including murder -- is legal.

So as to regulate population and settle score with who ever you have grudge with, even with your POLITICIANS, POLICE, RELIGIOUS LEADERS, and everyone else you want to kill or raid.

But prepare to defend yourself within this 12hrs period because everybody is on murder and crime spree including your targets.
