I got tired that no one was saying anything like this since I have been reading the comments. This is very simple. Water is scarce. A water pipe got broken, and there is an opportunity to fetch the clean water from it, just pass a long hose and move it from the dirty area. Simple! Generally, Nigerians are very dirty and the northerners are extremely dirty. I am in Lagos, and the rate at which people drop nylon, pure water, and non biodegradable materials on the ground is alarming. There is need for a law. Pure water or sachet water need to be banned. Anyone who drop dirt from their cars need to pay 50k. Nigeria is just upside down. I tire

You are correct. I live in Bauchi and there is water in abundance.
