Guy,for the first time you are speaking reasonably,let me indulge you.i hope i won't regret it.apc do not really rig with security forces.there just there to intimidate opposition or as back up.the real rigging is done by party stalwarts,agents,inec etc at the collation centres.it is easier to rig a general election than a located election.during the general elections,they security will be deployed mainly to the ss,se to intimidate pdp and discourage voters from coming out.if you have taken part in elections,you will understand what am saying.if you haven't,dont reply.
