If a single staff concurrently looks after several women in labour, she could easily take several babies away into another room at the same time to swap them. Under guise of going to weigh them for example. And she could have refined her swapping skills over time.

Remember she's also a trusted person in authority.

I have modified my comment, please read it again. She has to swap at a time when two or more women gave birth and she has to swap a boy for a boy and a girl for a girl. The probability she swapped close to 2000 sef is unrealistic.

This can still be corrected. Recall all babies born in that hospital for the period in which she worked there and carry out a systematic and comprehensive DNA screening and matching.

Clue: Conduct a thorough DNA on all the children. The ones that failed the screening are the likely victims of the swap and will now be eligible for the second phase of screening which includes matching.
