Is there any alternative to hospital or medical Doctor for treatments when someone is sick?

The first place to think of when one is sick is to see a doctor or go to hospital, unfortunately my experience and other people having same experience make me wonder how our lives have become worthless especially in government hospitals.
The consultants/hospital relegating duty to the students doctors who have no much experience?
The patient in the hand of these students doctors doing trials and error, while communicating with the consultant on phone? Many people have died in the hospital due to this attitude of Doctors.

I wish there will be improvement in this our health care
