There was a time us will make tens of thousands of warheads because quantity was in vogue then and because of the technology available then. With advancement in technology,america doesn't need to make more quantities. America focuses on quality of warheads and defense systems. Why make thousands of less powerful,resource and space consuming warheads when u can make few but more powerful war heads? That is the focus of america,Israel and a few other countries. These are countries who have a lot of experience in war. North Korea is still in a learning process. There have been reported cases in North Korea when warhead tests failed. North Korea is a secretive country and u dont fully know their capability. Us spends over 600billion dollars on defense each year. Us has been doing so for years.
