Let's stay away from Electricity because only the federal government is able to do that.

Create hubs for artisans. Carpenters, furniture makers, tailors, and more. In the hubs there should be provision of electricity, modern equipments which ordinarily they wouldn't be able to afford, and a working space. More like a mini-factory so many artisans in the same industry can work from.

There used to be this Cane village in Maryland. They had many talented artisans who made wonderful handmade cane furniture. Not sure if they still exist. I always imagined how more productive they could be if they had modern equipments which they could all use in turns, and constant electricity to power the equipments for 24hrs. Their production capacity will be increased, their works will be more detailed (with help of machines), and they can even consider exporting their creative works

Such a hub will reduce their cost of production, increase their profits and they would still afford to sell items at a lower cost. Tech hubs made significant impact in the community we have for tech entrepreneurs in Lagos today. Fashion hubs are also coming up and making impact in the fashion industry.

However this artisans hub could do more, as they address a productive arm of the society that normally doesn't enjoy much government support, little financial support from banks, among other benefits they are denied.

You can't stay away from electricity because there is nothing you can do reasonably well in the 21-century world without stable electricity. The state with its commercial potentials and viability should start thinking of how to provide and effectively run its own power generation rather than relying on the federal government that only exist in the paper but not in practice.

A free market Economy dictated by merit and no trace of tribalism will drive Lagos to the next phase of Development .but as far as Tinubu with his Touts are around Lagos will continue to revolve around him . Los Angeles, New york , London are cities driven by 95% contributions of mainly foreigners .

I love this and it is achievable under the umbrella of youth and small scale business empowerment, but who will be take care of the cost of the electricity because i have noticed that Nigerians are not good with paying bills

Already they use generators, which is quite expensive to run.

Since it's a hub (say for furniture making) of about 50 artisans, the electricity cost is lesser per artisan. With the added benefit of machines and other equipments being available, and benefiting from the ecosystem with access to market, they will find it as a cheaper alternative.

They just need to pay a certain fee per month, like we do with co-working spaces.
