The Chairman, Independent Corrupt Practices and Other Related Offences Commission (ICPC), Prof. Bolaji Owasanoye, said the nation had spent about N2 trillion on constituency projects without commensurate development at the grassroots. Daily Trust reports that the ICPC recently started the first phase of tracking of constituency projects in 12 states of the federation in order to ensure quality projects delivery to constituents by their elected representatives.

The states are Adamawa, Bauchi, Benue, Kogi, Sokoto and Kano. Others are Imo, Enugu, Lagos, Osun, Akwa Ibom and Edo, with at least five projects awarded between 2016 and 2018 in each of the states. The commission’s spokesperson, Mrs Rasheedat Okoduwa, in a statement in Abuja yesterday quoted the chairman as saying it at the induction of newly-qualified members of the Nigerian Institute of Quantity Surveyors in Abuja. Owasanoye, while making emphasis on the ongoing tracking of constituency projects by the commission in 12 states, said that the exercise was not to witch-hunt anyone.

He said that tracking the projects was an important assignment for ICPC as the nation had spent about N2 trillion on the funding since 2000 without commensurate impact at the grassroots. Owasanoye, however, said that ICPC would not hesitate to prosecute any contractor that has failed to deliver on the projects, including accomplices. The chairman said that ICPC commenced the Constituency Projects Tracking Group (CPTG) initiative to ensure proper implementation of funded projects at the various constituencies across the nation.

He further said that the initiative was already yielding positive results as some contractors had gone back to site to complete unfinished projects. He, however, noted that the commission was collaborating with the Nigerian Institute of Quantity Surveyors (NIQS) in the on-going exercise.

Daily Trust reports that an assessment visit to Bauchi State by the ICPC recently uncovered how political feud between former Bauchi State Governor Mohammed Abubakar and former Speaker of the House of Representatives Yakubu Dogara stalled the use of completed health centres in Dass, Tafawa Balewa and Bogoro, which formed the constituency of the former Number 4 citizen.

At one of the health centres, located at Marti Bakin Kogi and Yaban Kufai community in Tafawa Balewa Local Government Area, the people said the centre, which was completed since 2016, has remained under lock and key with grass taking over the compound. They blamed the closure on the political disagreement between the former governor and the former speaker.

Also recently, the ICPC announced that it had recovered some equipment worth millions of Nigeria meant for a cottage hospital in Essien Udim Local Government of Akwa Ibom State, under the constituency project. Some of the recovered equipment included two 15 KVA generators, a dialysis machine and infant incubators.

The Akwa Ibom State ICPC Commissioner, Mr Shola Shodipo, who led journalists to evacuate the equipment from a private home and deliver them to the hospital, said the commission discovered that the items were meant to be delivered to the hospital in March last year. “In the course of our assignment, we discovered that three dialysis machines and other items for the Ukana Cottage Hospital were not delivered. We found only one in a private place, which was not delivered or installed in the hospital. “The items were found in that building that we went to.

These machines and other equipment were meant to be delivered since 2018. We have taken the items to the appropriate location. They are supposed to help the community in health care delivery,” Shodipo told journalists. Daily Trust reports that controversy has continued to dog the constituency projects, with allegations that members of the National Assembly have turned themselves to ‘contractors’ rather than focusing on their business of lawmaking.

It is also alleged that in the past that lawmakers were allowed to nominate companies, which they had interest on, to execute various projects in their constituencies. But the lawmakers see the idea as a legitimate attempt to “evenly spread projects in line with federal character.”

Apart from civil society groups, one of the most virulent critics of constituency project is former President Olusegun Obasanjo, who was once quoted as saying: “You and I know what constituency projects mean. It is simply corruption.”

But they built toilets and boreholes na and were well commissioned grin. Joke of a country, you give tons of million to crooks for constituency projects fund and no agency to checkmate them since year 2000 and ICPC is fuming now like they can recover any penny. Where have you been all this while ? I don miss my way enter this country already ...

If we can't kill corruption in Nigeria, it will eventually consume us.

Nigerians are waking up I see

Hopefully we can leave sentiments and start the long process of check mating the massive corruption in governance.

When I see members comment though rightfully that why should ICPC start this now and not earlier , my thought is why not now?

Nigeria has to change and if everyone due to political affiliation keeps saying don't blackmail my candidate then we will never do the right thing. Change has to begin sometime doesn't it

I have friends who they or their spouse have been in governance at the state , and federal level and I can tell you they have looted billions and their kids will never ever have to work , and unfortunately this funds are meant for your development. It's either you decide to make a change or let the status quo remain and don't complain. It's not rocket science really.

You can’t really run away from problem it will come back to hunt you at some point or your generation and this is why you see some of young and old people getting killed or kidnapped by the problem they left behind after returning from abroad
The only solution is to come together and fight these blood sucking politician it’s just sad that they won’t stop dividing us
One Nigeria is their biggest nightmare,with the number of youth we have Nigeria it won’t take a week to bring down any useless government

Why should a law maker be carrying out a project? It is the duty of the executive arm of government.

Ban and delete constituency project thieves from the constitution. It breeds corruption among the lawmakers

Nigerians will not ask shit. I have come to realise that majority of Nigerians are cowards who cannot stand for their rights.

They also cannot stand with those that stand, and to make the matter worse, they will bad mouth and run down those standing for their rights saying:

"that is how it's being done. Na only you sabi speak English? Continue with your grammar oh, na only you go school."


O. International passport cannot be gotten at govt official figures all over the country, and there is no outrage, everybody has accepted it as the norm.

O. Driving licence same story, but not as bad as that of immigration.

O. At VIO, you cannot do Road worthiness for official amount except you are very rugged, outspoken and have loads of free time. In addition, your car must not have any small issue as tiny as a scratch, otherwise you don enter serious yawa.

O. Tinted permit that the police boss told the whole country is free, cannot be gotten free. Policemen at the state commands will tell you to your face you have to pay them, or they abandon the processing and there is nothing you can do about it.

O. At customs commands, same story.

O. At airport, to see off a travelling family or friend to the public areas, the shameful officers at the gate will ask for money.

O. At police stations, same story. No settlement, no police action. Except the issue has caught media attention or persons of profile are involved.

The supposed 'bail is free' is a lie from pit of hell. In fact, that of police is terrible as they do indiscriminate arrest of people just to extort bail money from their families.

(This is the police oh, that is supposed to maintain law and order and defend the downtrodden.)

CMR that is supposed to cost 100naira from police has never been done for 100 except maybe for the police themselves.

O. At the Temple of Justices, the law courts, same story. No settlement, and your case file will gather dust.

Court affidavit that is suppose to cost 100 naira. I don't think anybody in the history of modern Nigeria has ever done affidavit for that amount except maybe the judicial workers themselves or a very very stubborn lawyer familiar with that particular court house.

O. Even the corruption is now moving to public hospitals as people are now using bribes/extortion to jump queues or to obtain better services.

O. There is no public service in Nigeria that you can get for free or at the official rate.

It's beyond terrible!

We are a country of hard people.

These same set of actors in the above movies will be blaming leadership for making the country like this.
