You think the minister just sent that message without verifying how the charge was being initiated? Or do you think if the government was actually responsible, it will not be discussed at FEC? In that case the minister will not have issued such statement. We should learn to be matured in our approach to issues.

Keep quiet , I am saying the NCC and CBn are aware of the the charges and if they didn't carry the minister along he should find out why instead of coming here to pretend like the telcos and banks took the decisions themselves ..Neither the bank nor Telco have any reason to ask for the charges , those charges could only have been suggested by the. Ussd service has always been charged just like text messages.

But the issue here is that MTN has not been charging customers for using Banks USSD codes, instead the banks purchase bulk sessions and are charged from their bulk purchase. However, MTN just implemented new USSD pricing as directed by NCC and the banks wont have it, they rather requested that MTN revert to end user billing which other Telcos have been running since.

So rather than Abuse MTN all vituperations and outrage should be channeled to the Banks who are the real culprits here as they have refused to bear the cost of the service.

So the real question should be, who bears the cost of using the USSD banking codes? The Banks or her customers who access these codes.

Last year 3 banks combined made a profit of almost 250Billion Naira from USSD banking.

For those who dont know, standard USSD charge should not exceed N4.89 as stipulated by NCC (you can verify from their website) However MTN charges N4/per session of 20SECs but the banks deduct N20 anytime you use their code....... Is anyone doing the Maths? So hold your banks responsible for what is going on as they are not willing to bear the cost of the USSD channel .

Yes USSD is the same thing *737# and the truth is that it's never been free , you are are always charged for every session but the charges are usually hidden from plainsight not to discourage adoption and usage so the question I asked yesterday was why the announcement now abi is there a new tax of 4 naira per session which they want to mask as a charge

Airtel & Gtb on *737#, they do charge me. Ordinary account balance checking, they will deduct.

That alliance is between Telcos, Banks & NCC. I can't fall for ignorance claim of the regulatory body.
Are they not patronising all these banks?

All Telcos apart from MTN charge subscribers when the use bank codes. MTN has traditionally passed the cost to the banks. But they are now pushing back. they actually requested that MTN revert back to charging customers.

I am totally NOT for any politics.

But saying "there is no way any bank or TELCO can create any charge without express approval of the CBN and NCC" is quite naive.

In this case I don't know if such instructions were given by the regulators but Nigerian Banks and Telcos have been known to pilfer from customers.

Where do you think all Complaints of undue charges from banks and undue charges by telcos of customers come from.

3 months ago I personally intervened in the undue charge of over N10000 from my boss— by a Nigerian bank — which was supposed to be an error.

Over charge is different from from a new charge item e.g your bank can over charge you for SMS alert but you bank can't just create a new charge item ( i.e SMS booster charge ) without explicit approval from the CBN .

And I am educating you that such charges will never come to implementation without it being discussed at the federal executive council. And it's the same minister of communication who will present the memo at the FEC after being briefed by CBN, NCC and other relevant agencies. So long as it was not done like that, then the government is not aware.

Without prejudice to whether this particular charge is warranted or not...
Nigeria just cuts-and-pastes regulatory systems seemingly without understanding them.

The NCC (just like the CBN, SEC, NERC, etc.) is meant to be an INDEPENDENT regulator...
Independent regulators are not designed to be running back-and-forth to Ministers for ‘approvals’.

Rather, there are set PROCESSES (including public hearings/stakeholder engagement) that precede such new charges...
Upon completion of such PUBLIC processes, any new charges may thereafter be imposed, subject only to legal challenges.
