Civil service is a body of professionals, administrators,experts,technocrats etc; established by law to carryout government day to day activities aimed towards efficient and effective services. Expertise,Permanence,political neutrality, anonymity,etc are it's features.
It is a typical example of *GUARANTEED EMPLOYMENT.*

May I commend the Governor His Excellency Rt.Hon. Emeka Ihedioha for his *POLITICAL WILL AND SAGACITY* towards lifting embargo on employment within 5 months of his administration which his predecessors couldn't do.Double commendations also goes to him for constituting committees to review previous employments and committee for implementation of reports from the former.These committee were headed by renown administrators.
Barr. Otuekere.(Permanent Secretary Ministry Of Housing)and Barr.---- the immediate past Head Of Service (HOS) Imo State respectively.

A will organised committee,with a rebuilding ideology must capture the following in their reports:
*Due Process In Public Service Reform*

*Pension Reform*

*Recall Of The Beneficiaries Of 10,000 Jobs*

*Fresh Recruitment to fill existing vacancies after recall of the 10,000 jobs*

It is an established fact that worthwhile, qualitative teaching and learning may not be actualized where there is shortage of qualified and certified teachers.
For effective and efficient learning,there is urgent need for mass recruitment of teachers among other recruitments.

For the Governor to ride on the mantra of Rebuilding Imo,he must have completed the process of rebulding the public service system following the laid down Public Service Rules (PSR),empowered the Civil Service Commission (CSC)to do their jobs.

It is a known fact that the previous administration under His Excellency Senator Etelberth Anayo Rochas Okoroacha negates the Public Service Rules of engagement as well as the Civil Service Commission in terms of employment, promotion, suspension, termination etc. Hence he was "in a hurry to deliver".He actually delivered turning his oratorial axiom from Imo Must Be Better To Imo Must Be Batter. He did not only battered Imo,he also shattered Imo.
Here comes our giant re-builder, the youths chlorophyll,our Daniel who came to judge - His Excellency Rt. Hon.Emeka Nkem Ihedioha.

Worthy to commend the Governor upon assumption in office have started rebulding the public service system having recalled and promoted accordingly,the unjustly disengaged permanent secretaries, directors,deputy directors.

Also commendable is his giant stride on pension reform which is second to none in the history Imo State.

I wish to state without any iota of sentiment that the recent embargo lifted on Teachers,Medical Officers,Legal Officers,Nurses,Education Officers by the Governor negates the rules of institutional rebulding process.

Laymen,may see it as a right step in the right direction sighting doctrines of necessity in the Primary and Post School system.
The process or procedure in the is tantamount to procedural ultra vires.

May I remember erudite professor Jude Ejikeme . Njoku who looked into the dearth of Teachers in the public schools when he was the Hon.Commissioner For Education and posited that Imo School System required up to 30,000 Teaching staff to boost effective,efficient teaching and learning .

Simply put,estimate of 4000 Teachers in the primary and post primary school which the government is about to recruit is not enough because on monthly bases, remarkable number of teachers retires.

Having rebuilt the topmost cadre of the civil service by recalling the unjustly suspended directors and permanent secretaries without recalling the beneficiaries of 10,000 jobs employment waiver of 2009 who in 2010 and 2011, automatically became public servants (Teachers and Civil Servants alike) by virtue of their Appointment Letter and dates.Who also received their remuneration ranging from 3 to 6 months salaries respectively and were suspended by the former Governor Rochas Okoroacha's oratory fiat around June 6th,2011.
This issues called for urgent attention,redress and address.

Owelle Rochas Okoroacha sworn with his life that he will not reinstate the beneficiaries of the said employment even when the clergies,civil societies and National Industrial Court Enugu (NICN-Enugu)urge him to reinstate them unconditionally.

The incommunicado of our Governor Rt. Hon. Emeka Ihedioha and his sudden lifting of embargo for fresh employment is not funny.

I hope my giant re-builder, have not sworn against his campaign promises never to recall these aggrieved youths as Rochas deed? LThe time to act is now as posterity will not forget.An Igbo adage that can not go in extinction says *Okuko Anaghi echefu onye foro ya odu na udumiri*

If i may ask, assuming the giant re-builder did not act fast against the rules of true institutional rebulding,what stops him from recalling,reinstating and restoring these beneficiaries now they are less than 1500 public servants willing to resume Office?. Take it that the Governor planned to recruit 4000 Teachers and 3000 Civil Servants.
Total 7000-1500 beneficiaries of the 10,000 Jobs=5500.When his administration review Rochas 2019 kangaroo employment,500 may be qualified.
He still have 5000 fresh employment to offer Imolites.
The Political multiplier effect will speak volume for His Excellency Rt. Hon.Emeka Ihedioha.
Note,all the beneficiaries of the due processed 2010/2011 employment and the later Rochas backyard employments are Imo youths.

By so doing,he must have weighed and balanced the public service carrying capacity in leu of their remuneration,Imo recurrent expenditure,IGR, and Capital expenditure. Considering also the upcoming labour agitation of 30% minimum wage increase. Or will he hire to impress the masses,when the agitation of minimum wage implementation gain momentum,he consider retrenching the already hired public servants?.

The leadership and organogram of the 8 House of Assembly should as a matter of urgent importance call the Governor to order.

Quite laughable that Governor Rochas Okoroacha recruited 2000 Rescue Mission Teachers in 2012 sighting doctrine of necessity and Governor Emeka Ihedioha is about to following his footsteps by recruiting 4000 Rebuild Imo Teachers��.(Uko Chukwu na the same people)

Initial numerical value shows that the beneficiaries of 10,000 Jobs waiver were not up to 8000 public Servants comprises of 4000 Teachers and 3500 Civil Servants.

Currently,I stand on good authority as a social political observer to posit that the statistical value of the beneficiaries of the said employment is relatively below 1500(Teachers and Civil Servants inclusive).

I am happy now that we have our most loved proactive "loud speaker" my reputable elder brother -Hon Amb. Uche Ogbuagu who one's comment humorously about the beneficiaries of the 10,000 Jobs when he was an appointee of the Iberiberism's led administration having seen the reality on ground.

Note,10,000 Job beneficiaries under their late leader- Dr. Ugonna Emereonye,and current leader Engr Okey Osonwa is a bond against injustice and will stop at nothing until Justice is achieved. Then shall the soul of the likes of Vet.Dr. Ugonna Emereonye (Lion-UNN First Class Vet. Doctor),Ogoma, Ihekwueme Chidinma and many others will rest in peace.
Their souls among other severely wounded souls tormented Rochas to Iberiberism.

10,000 Jobs is PDP and PDP is Ihedioha.
In all PDP structures,there are beneficiary.PDP should beware of this internal conflict and resolve it amicably.

The beneficiaries of the 10,000 jobs when restored accordingly,will be PDP Public Service defensive and offensive "Mid feilder"(His Excellency is a Guuner,he understands what his fellow Arsenal fan meant)to ensure balance of power and authority in Imo State Labour Union.

Enough of this trending political culture of "Politically motivated employments" in imo state.

The Ohakim led administration in 2009 lifted an embargo having secured the nodes of the 6th Assembly Led by Rt. Hon Goodluck Nanah Opia.The due processed driven transparent recruitment tarried and climax in 2011.

The first stream started working around November 2010 and the second batch resumed February,2011.

Governor Rochas Okoroacha tagged it politically motivated employment and suspended the most genuine employment in the history of imo state on June 6th 2011.

Around 2012, Okoroacha's administration recruited 2000 Teachers under the waiver known as RESCUE MISSION TEACHERS as most of them lobbied with the sum of #200,000.

In 2013,he launched another kangaroo employment called CGC Teachers .

In 2014,he launched 25000 Youth Must Work Programme,thereby issuing Engagement letter to the beneficiaries.Who later were used and dumped broken hearted.

The 25000 youths engaged failed to understand that they were programmed to manipulate Rochas second term bid.
Immediately Rochas was declared winner,the programme was terminated,vision actulize mission, accomplished.

In 2019,Rochas sorrugate-Ugwuba Uche Nwosu who incidentally failed KPMG conducted apitude test for the beneficiaries of 10,000 Jobs4Imo Youths) lost his inordinate ambition to replace his father in law- Okorocha.

Rochas who use to be scared of proper recruitment and giving of appointments letter.
Around April issued backyard appointment letters to his kinsmen, cronies,and associates while he was on his way out.After collecting #200,000 kick back from his none relatives and youths outside Ideato North and South LGA who were desperately in need of Imo State stamped and sealed appointment letter.

A true re-builder should have patiently completed his reform,recall process before lifting embargo on fresh recruitment so that successive administration will not utter it again.

#Why poli-tricking with Imo Youths?#

This politicization of the civil service have recked most homes,many have died. Late Vet. Dr. Ugonna Emereonye was asasinated a night before the 2015 Imo state Gubernatorial election. He was the leader of 10,000 Jobs that are currently seeking for Justice in the industrial Court and also the PDP Youths Leader in Oru East.

The re-builder Governor whose words overtime had being his bond once promised to address/redress the matter and recall these suspended youths.5months of his administration,no official comment towards negotiation for possible out of court settlement.All he did was pronouncing his own version of waiver or lifted an embargo as the case may be.
These embargo lifted recently can be likened to building a fresh structures in the public service which may be demolish by successive administration except the re-builder Governor amicably resolve these issue.

May it not be a recurring decimal that will finally decimate and weaken futher the public service system from it's Political neutrality, permanence and anonymity.

My giant re-builder, your administration will record a giant stride impact if you review and restore Rochas "Greek gift" appointment before lifting an embargo on fresh employment.

We should understand that a day to one's tenure expiration,still proves that he or she is legally and constitutionally in charge.

As due process personified Governor, your topmost priority is to restore the suspended public servants who were employed based on due process.
Subjecting these suspended public servants to fresh employment is counter productive .

Most of them are above 30years .Note,upon recruitment,one of the basic requirements was "an applicant must not be above 25-35years of age. The youngest civil servants amongst these beneficiaries now is 33 years.The average beneficiary is 40-43years.
It may interest you to know that they have 45-50years also.
By this fast fresh embargo lifted on employment,you have automatically screen the beneficiaries of 10,000 Jobs out based on age.
Unless you are encouraging falsification of age vie Affidavit.Hence the supreme Court of Nigeria have accepted that Affidavit Pass Certificate-APC

Imo Youths Should Arise Against,These Employment Divide And Rule Syndrome In Imo State.
