Samsung releases TWO flagship phone series in a year. The S series around April and the Note series in September.

The 855 plus was most likely not readily available in the quantity Samsung wanted in time for the Note 10 launch.

They tap into the not so tech savvy attitude of the market in Africa and elsewhere, seeing it as an opportunity to make abnormal profit thereby churning out substandard smartphones
