As the legal battle for the control of the recruitment of 10,000 constables between the Nigeria Police Force and the Police Service Commission intensifies, investigations by Saturday PUNCH have revealed that the NPF obtained a presidential approval to spend N16.8bn on the exercise.

Documents obtained by this paper revealed that the NPF obtained the approval in October 2018.

Insights into how the NPF obtained the presidential approval for the recruitment of the 10,000 constables are contained in the documents.

The legal tussle between the NPF and the PSC got to its peak on November 4 when Justice Inyang Ekwo, who heard the case at the Federal High Court in Abuja, reaffirmed an order for the parties to the suit to maintain the status quo.

Saturday PUNCH learnt on Friday that as part of the steps taken by the NPF to obtain the presidential approval to conduct the exercise, the immediate-past Inspector-General of Police, Ibrahim Idris, presented a budget proposal of N16.8bn to President Muhammadu Buhari, through the Chief of Staff, Abba Kyari, for the recruitment of 15,000 constables.

Kyari gave approval for the recruitment but reduced the number of constables to be recruited to 10,000. The Chief of Staff’s correspondence conveying the approval to the then-IG was seen by one of our correspondents.

Kyari directed Idris to submit the budget to then-Minister of Budget and National Planning for a comprehensive review.

He also directed that after the minister’s review, the budget should be included in the 2019 Appropriation Bill.

As I was growing up, I noticed then in the east that 90% of the police officers we meet those day come from akwa ibom and cross river state.

We used to say police is akwa ibom people thing cos almost any police officer u would see then in the east come from akwa ibom or cross river state.

Today the north has taken over through quota systerm, tribalism and favouritism. Appointment are done with utmost tribalism and favoritism. Not by merit or consideration of experience and years put in service.

Those akwa ibom and cross rivers early officers thrown to bin of no recognition.

Don't be suprise if 80 % recruitment slot is given to the north.

This country can never get better until we shun tribalism and sectionalism.

Abba Kyari is one fvcking Gangster... 16.8bn for 10,000 recruits means we would train eact constable with 1.6million naira each

But one thing is certain, when a mere Executive sectary without any legal backing start breaching laws and cashing out big time, he might just be fronting for his boss, and his boss using him as a fall guy..

we know how Tunde Idiagbon was the 80s fall guy, and was jailed and latter whiped out in the 90s, and we saw How many people ended in jail because of Jonathan while he Jonathan walks freely


I hope Abba Kyari ends well after 2023, because he has little or no political relivance, he is just a board room guy, AlMustapha that was even more powerful as an Army and achief of staff regretted his life

IGP Idris, budget was over bloated but he is not to be blamed. Every government official want a piece of the budget and he can't source for that money from his account or Police account.

We need some serious minded auditors to vet and scrutinize every budget list.
