Like how much would complete this detached house from substructure to superstructure in a water logged area in Lagos.

Frontal part comprises the main house, while the rear part would comprise on the ground floor 2 NOS room self contain and on the upper another 2 NOS room self contain and on the upper.

You have not provided a detailed information to give you estimates. The "water logged" is not definitive enough. The structural drawing among the the architectural drawing is needed to work out the quantities of reinforcements, concrete, form works, block works etc needed in both substructure and the superstructure.

Finally completed the soil test for this site today.

Machine reached it's final stop at exactly 28 metres deep into the sub structure. shocked

Location is around Ogudu Ori-oke

Like how much should be Budgeted for pile foundation?

Just a rough estimate and not the specific.

A single pile of 350mm - 400mm diameter will be around # 140,000 + or -.

I will send in my quote but need to know the total number of piles.
