I have always ponder on this: If an employee left an organisation willingly, or was sacked as the case may be, is it right or wrong for such firm to be using the former employee's credentials for contract bidding?

We all know at the point of taking up a new job, you will be asked to submit your certificates. So, anytime we prepare documents for bidding purposes, I see certificates of past employees, whom I did not meet on resumption. Has the company not run foul of any law? Can someone request for his/her credentials when leaving a firm?
