at least almost everyone can now buy tokunbo car, and furniture for lesser prices.

Tokunbo cars would not become any cheaper.Why?The buying cost from the Us/Europe and shipping cost remain the same.
The only way the populace would feel the impact of the new promulgation is for the Government to lower clearing
fee.
