Their elections are coming up in November. Banning Africans is a way to appeal to his support base, following his earlier ban on muslims, attempts to build a wall to keep out Mexicans etc. Trump's philosophy is ''White is Right. Browns and Blacks, go away''. What he does has NOTHING to do with Buhari or anyone's actions or inactions in Nigeria, because he has no clue what Nigeria is about, and cares even less. You nail the issue, point blank. Trump is only appealing to his base, who hate the bloody Africans coming to the US and doing better than them. Trump will take more drastic measures to appeal to his base to have any chance of winning the elections (on electoral college ).
