Human rights lawyer , Mr . Femi Falana ( SAN) , says the practice of posting policemen outside their states of origin is unproductive.
Falana said every police officer should operate in their community, speak the local language and mix freely with the people .
The activist said this at the Maiden Memorial Public Lecture in memory of Late Professor Olumuyiwa Awe in Ibadan , according to a statement on Monday .
The senior advocate said , “ The success of the civilian Joint Task Force in the counter -insurgency operations in Borno state has proved that the best way to police a country is to recruit , train and equip young men and women to operate in their own communities .
“ The colonial practice of posting police personnel to operate outside their states of origin was meant to suppress and intimidate colonial subjects by strangers . It is a practice which has become counter-productive in a post- colonial state . Every police officer should operate in their community, speak the local language and mix freely with the people .”
Falana said state police remained the best option as regards tackling insecurity in the country.
He noted that the fears expressed by a cross -section of Nigerians that state governments could abuse state police were not misplaced .
The senior advocate , however, stated that there was a way of insulating state police from arbitrary abuse.
The activist stated , “ To avoid a situation whereby abuse of police powers is decentralised any security service established by state governments should be democratically controlled .
“ The service will be founded by the state governments and superintended by an independent state police council of five members. The members of the council should be accredited representatives of the state government , labour, women, youths and the business community.
“ The service will police the state and see to the enforcement of all the laws enacted by the House of Assembly. ”
Falana said the All Progressives Congress had also expressed support for state police in the past.
He said state police would be a positive step in the task to enthrone federalism.

“ In the manifesto of the APC , it is expressly stated that there shall be power devolution from the centre to the other federating units . The APC Committee on federalism headed by Governor Nasir El - Rufai recommended the establishment of state police .
“ Apparently , President Muhammadu Buhari is not totally opposed to state police but he has his reservation. Hence, he has expressed the fear that a number of state governments might endanger national security if state security operatives are owed arrears of salaries like workers , ” Falana said .
He argued that the 36 governors , who are all members of the Nigeria Police Council, had failed to use their numerical strength to insist that the NPC be allowed to discharge its constitutional duties .
Falana said for reasons best known to the state governors , the President had been allowed to exercise the powers of the NPC with respect to the appointment and removal of the IGP and the general supervision of the NPF .
“ The council has not adduced any reason to justify its failure to hold regular meetings and take decisions in line with the provisions of Section 159 of the constitution, ” Falana said .

Recruit the north to tackle their Boko haram and their bandit herdsmen and stop posting our young men from the south to be killed by Boko haram insurgents northern affairs. We all know terrorism is an act and Islamic doctrine.

Recruit their Islamic brothers and sisters to tackle that.

So much stupidity in this nation

Stark illiterate nother police officers and army are here in the South extorting and stealing from masses

I don't see why northern police/army will be send to South to be extorting people why I their southern counter part ar send to the north to die like fowls in d hands of Boko Haram, Herdsmen nd bandits.

The entire police force need overhauling. Posting a policeman to a people he may not love and do not care about is just ineffective.

But again I don't think all the problems is even posting police to another state, police who work at their state of origin will still collect bribe, chop and clean mouth. Even people that condemn the police, employ them as police, next thing they will start collecting bribes.

What we need is a legislation that empowers states or regions to constitute its security force, and discipline their misbehaviours. Again, in an election period, the federal government police should oversee the election.

Critical cases also handled by the federal police. The state and regional police should be funded very well for optimum output. They should be well trained to conform with their foreign counterparts. All these vigilantes cannot help matters. They are not trained and do not have the discipline of a security outfit.

It has pros and cons...but I think police should be totally expunged, then new set of officers(graduates or minimum of OND) should be recruited after passing a sanity test.

Police go soon shoot Falana for mouth and call it accidental discharge, If you know how much some officers pay to get posted to some juicy state, abi how many yahoo boys dey zamfara or you honestly think police survive on the 40k, 60k, 80k basic salary

what Falana failed to release is in Policing, familiarity sometimes breed contempt, this is why police are put in a barrack to house them and their fellow comrade, a policeman can be authoritative and effective among his kinsmen, imagine if he has to arrest his own uncle or village chief and he tries to place him under arest, what kind of scenerio would play out

I disagree!

A policeman is supposed to be independent and unbiased therefore the best way to ensure this is by posting him to an area where he will not take sides with one party in a dispute due to familiarity

This really make so much sense.
How we wish the foundation of our country started with this and other many good ideas that all the previous government ignored intentionally.
But according to this chinese proverb below, it is rather late than never.

No matter how far you have gone on a wrong road : TURN BACK!...........Chinese Proverb.


Hope the FG consider this in due time.

Slow and steady we will get to the Nigeria we are suppose to be.

If state police is introduced in this country, it checkmate terrorist attacks. Which state will allow herdsmen kill their citizens. The behavioral aspect of every police officer will change. If you collect bribe as officer anywhere, I will be waiting for you to give it back at your house.
