Agriculture
Beginning from 1999, the Obasanjo Administration has implemented a package of policies, programmes and incentives that has resulted in a remarkable 7 per cent annual growth in agricultural production.

\To underpin its reforms in the agricultural sector, the Obasanjo Administration has evolved a new National Agricultural Policy, the first ever National Rural Development Policy and the first ever National Cooperatives Policy.

The Administration has consistently provided fertilizers, tractors, seedlings and other inputs for farmers at highly subsidized prices.

To further encourages increased agricultural production, the Obasanjo Administration has introduced a policy of serving as the buyer of last resort for agricultural produce in the country.

It has revitalized the National Strategic Grains Reserve Programme.

The sum of N1 billion was committed to mopping up excess grains from the market in 1999 alone to save farmers from the distress of low prices.

For effective delivery of agricultural extension services to farmers nationwide, motorcycles, motorboats and mobile cinema vans were provided nationwide at a cost of N124 million.

The Obasanjo Administration established the Nigeria Agricultural Cooperative and Rural Development Bank (NACRDB) to provide loans to farmers at more affordable rates of interest. The sum of N50 billion was injected into the bank in 2006 for onward lending to farmers in the country.

The administration has also implemented several projects under its Fish Farming Development Programme. The projects include:

(a) The Integrated Rural Fisheries Development project,

(b) IFAD-assisted Artisan Fisheries Development project,

(c) ECOWAS funded Artisan Fisheries Development project,

(d) Aquaculture Development Programme.

Fishing Terminals at Borokiri, Igbokoda and Ebughu have been rehabilitated.

A National Food Security Programme is being vigorously implemented in conjuction with the United Nations Food and Agriculture Organisation.

About 5.2 million small holder farmers have benefited from the Administration's programme to boost the production of Cassava, yam, and potatoes in 26 states;

A Cocoa Rehabilitation Programme was initiated to boost Cocoa production.

Over N500 million has been committed to the production of various agrochemicals for Cocoa production.

The Administration is vigorouslhy implementing an action plan to boost domestic production of cassava, rice and other cash crops. The objective is to attain self-sufficiency in the shortest possible time and to produce vast surpluses for export.

As a result of the activities of the Administration's Root and Tuber Expansion Programme and the Presidential Initiative on Cassava Production and Export, Nigeria is now the largest producer of Cassava in the world with 41.853 million metric tones per annum, and yams with 31.40 million metric tones per annum. Export of Cassava started in 2005.

Through the activities of the Presidential Initiative on Increased Rice Production, the national production output rose from 3.0 million metric tonnes in 2002 to over 4.0 metric tonnes by the end of 2004 while the import bill on rice has been reduced by 40 per cent.

The ban on the importation of vegetable oil in 2003 has led to increased domestic production and national self-sufficiency in vegetable oil.

The ban on frozen poultry products in 2003 led to national self-sufficiency in poultry production and created employment for millions of Nigerians.
