There was a mixture of anger and trepidations on Friday 13th March, 2020 as non-striking OAU workers who registered on the IPPIS platform received their February salaries.

Although the salaries were paid two weeks late, workers noticed that contrary to what obtained in past months, they were grossly overtaxed and deductions were not made for the loans they took from cooperative societies.

1. Confirmation of ASUU’s worst fears. This singular incident affirmed ASUU’s worst fears about the IPPIS that the platform could not be trusted to accurately and efficiently manage the payment of its members’ salaries.

ASUU had observed from the operations of the platform for paying the salaries of other categories of Federal Government workers that the IPPIS commits too many errors in the computation of workers’ salaries. This is one of the reasons why it does not wish to entrust the payment of its members’ salaries to it.

Two major infractions that were observed from the payment of OAU workers’ February 2020 salaries were excessive tax deductions and failure to deduct cooperative loan repayment and union check off dues from the workers’ salaries.

2. Excessive taxation. ASUU had complained that the IPPIS did not recognize “negotiated tax”. From the OAU experience, it is obvious that the platform ignored the previous taxes paid by lecturers and used a flat rate to debit them ruthlessly.

For example, professors that had previously paid about N30,000 tax deductions in the CBN operated system now paid between N70,000 and N75,000 as monthly income tax under IPPIS. This addition of about N40,000 or N45,000 enraged the affected professors.

ASUU-OAU Branch regards this act of commission or omission as grossly insensitive in a country where workers enjoy little or nothing from taxation proceeds.

3. Failure to make third party deductions. The February 2020 salaries payment for OAU workers did not take the mandatory third party deductions such as union check off dues and cooperative societies’ loans repayment from the workers’ salaries.

This grave omission is seen by ASUU-OAU Branch as a subtle attempt to cripple the vital organs of university life. For instance, most OAU academic and non-academic staff members invest their life savings into one or more of the registered cooperative societies on the campus.

Consequently, university workers depend on these financial institutions to pay children’s school fees, fund home ownership, purchase cars and buy essential equipment for both their homes and the workplace.

With IPPIS, university workers that are indebted to cooperative societies are now expected to make loan repayments at their convenience, which contradicts the conditions under which the loans were granted in the first place.

4. IPPIS is another Nigerian Government scam. ASUU has stated repeatedly that the IPPIS is a whitewashed sepulchre with inbuilt pipes to drain the country’s wealth.

The Chairman of ASUU-OAU branch, Adeola Egbedokun, observed on Friday 13th March that the selective payment of workers’ salaries at OAU affirms ASUU’s position that the IPPIS was a scam designed to destroy the Nigerian university system.

According to him, the Federal Government shouldn’t have taken the decision to stop the payment of salaries of workers who did not register on the IPPIS while negotiations were still ongoing.

Closing remarks. Many issues relating to university financial administration and payment of university workers’ salaries have been factored into the University Transparency and Account System (UTAS) that is being proposed by ASUU. However, the Federal Government has to come down from its high horse to negotiate with ASUU in the country’s best interest.

I think it was a black Friday not only in OAU but in every Federal Government University. It was indeed a double tragedy, workers salaries were just delayed without any tangible reason to justify it. No deductions were made in the salaries and minimum wage was not paid against all expectations. Double deductions of pension contribution and taxes is likely to be experienced in the March salary to make up for the ones not deducted in February salary. This administration is one of the most trickish and dishonest so far in the history of Nigeria.

OAU should have joined the strike. Collective action is what is needed against Buhari and his draconian reforms.

OAU academic staff shouldn't complain o. When ASUU was raising valid reasons why IPPIS was flawed they opted to join. They should wail to their ippus masters

First payment on ippis is usually like that. But it will all be resolved , they will pay people all the arrears. At last IPPIS is better. Only the corrupt people say otherwise

How would they correct those Academic Graduate Assistants and Assistant Lecturers that they erroneously enrolled as Non-Academic on grade level 1(like those with O-level results)?

Also, IPPIS has insisted that enrolment cannot be complete if PFA PIN isn't provided. How do they reconcile the fact that many people have errors on their National Identity Slips which the NIMC database has been reluctant to update? And Pencom doesn't assign a PIN if there's any mismatch anywhere on the identity slip. The platform isn't employee friendly from my own view.

Many people have this issue and were able to resolve it. Might be difficult but IPPIS pay eventually.
