Because Kyari ‘s enemy becomes Buhari ‘s friend. If you were d NSA what advice would u give Buhari when your enemy went to Germany knowing Germany is infested with the Virus.

I believe d NSA would have warned Buhari not to shake Kyari’s hand under any circumstances if he (Kyari) comes back from Germany because he (Kyari) could infect the president.

Buhari intentionally sent his Chief of Staff Kyari to Germany, Chief of Staff simply means Executive Secetary and every thing a secetary does is sanction by his CEO, the secetary may carry the file but only the CEO's signature can effect any change
