If a phone is brought brand new here and it's mdm locked then I will assumed it's easybuy. Unlocking such is criminally inclined hence I will not advise it. Hence take it to them to settle the debt.

If it's imported and it's on international mdm locked. Yes it can be bypass.

If you didn't reset it when you bought it from the owner, then it's mere battery preservation settings that's meant to protect the battery from too much charging. That's why it will charge when it's off cos the settings doesn't apply in such state. Just go to settings, then to battery. You should see it there. I've got the same settings on my Samsung
