Can two GCE result be accepted for University admission?

My kid sister's WAEC was a mass. She took the first GCE and she Credited English and Maths and two other subjects but the WAEC withheld her Economics and after two weeks, the Economics column was filled Absent. She argued that she took the exam, why did they mark her absent? Of course, the result could not earn her admission into UNI. She embarked on another GCE and made 8 credits including English but she got Maths = D7.

Can she combine both result in search of UNI admition?

the fact is that, u can actually combine any O-level result for admission, either GCE-GCE,WAEC-WAEC,,,or even neco gce, they are all olevel so u can combine them,

My dear, you are about saving a life. What if i want her to school abroad, would such results be acceptable in Europe?

Neco is allowed abroad but you have to do foundation courses and pass the exams or A-level. There's a known institution that's known for helping student direct admissions to universities across the world they usually come to Nigeria twice a year or so. They're delegates that would attend to you based on your choice of university, requirement like your waec, neco etc visa applications. My friend was told he could use neco result with foundation courses and exams.
