Most of those aides obviously were merely doing eye service by attending what was termed a 'private' funeral amidst large crowds, to the detriment of their personal safeties and in violation of the set guidelines for public gatherings to enable them all to appear to be lovers of Abba Kyari who they all loathe in the secret recesses of their hearts. See NSA Monguno that is obviously rejoicing. Hypocrites everywhere.

No matter who sent who, that trip never concerned the CoS. He is an appendage of the President's office. He shouldn't have represented Nigeria at a bilateral meeting regarding power sector reforms. A sitting, competent VP is available.
I believe he broke protocol by overriding ministers. But he may have crossed the invisible divine line when he broke the Constitution by overriding the VP.

the President has the power to delegate anybody.. absolutely anybody on any assignment
