I just to purchaseD a property and I have been asking for the electricity bill but the tenants won’t provide it.

Is there anyway I can get the amount being owed on the metre by just taking pictures of it?

No. Why should you depend on the tenants except if they are using prepaid metres.

You should get the metre number and discuss with the DISCO agent in charge of the area. He is in a better position to tell you the payment status of the tenants.

The property agent can help you get the nepa bill or if you can get the house address and you snap the meter with a little token and kindness to the nepa officer, you should be given info about the bill.
