There are indications that President Muhammed Buhari may be considering nominating his former Chief Security Officer, Mr. Abdulrahman Mani as the next Executive Chairman Economic and Financial Crimes Commission, EFCC. Contrary to the news flying around indicating the recommendation of three senior police officers for the post, insider source confirmed that some technocrats within the seat of power are of the opinion that the Police have been heading the Commission since it’s creation, making it look as if the EFCC is a statutory Department under the Nigeria Police Force, a mindset that those opposing the Police appointee Marshalling.

This consideration is further hinged on the allegations of financial recklessness leveled against the current Chairman by the Attorney General if the Federation, Mallam Abubakar Malami, SAN. Those who hitherto trusted and respected Mr. Magu were disappointed and are calling for a “change if guards”. It is believed that Mr. Magu hasn’t been a good ambassador of the Nigeria Police Force, contrary to the initial public impression. A very highly placed source said the “Attorney General of the Federation could not have levelled such weighty allegations if he wasn’t sure of his facts”. The facts are too damning and can’t be swept under the carpet

Since the creation of the Commission, the EFCC has been headed by three serving police officer and one retired Police officer, including the current Chairman, Ibrahim Magu. According to those opposing the appointment of a police, more than 56% of the staff of the EFCC are seconded Officers from the Nigeria Police Force. This practice has been counterproductive to the career progression of the Commission’s core staff as some of them have not been promoted to their next ranks which are being dominated by the seconded Police Personnel. The situation got even worst as the current Chairman has refused to promote deserving staff, especially those from grade level 13 and above fir over five years. This action is being seen as a deliberate effort by the Police cabal to continue to reign superior to the core staff and dominate the staff strengths.

In the same vein, those against the appointment of another Police officer, serving or retired are of the opinion that if another Police officer is appointed, it will make it look as if the EFCC is solely created as adjunct Agency of the Police contrary to the extant provision of the EFCC Act. The EFCC Act 2003 provides that Chairman shall be someone with security knowledge serving or retired member of any of the Security Agency not lower that the rank of Assistant Commissioner of Police. This is to the effect that any member of Agencies like DSS, Immigration Service, Custom Service, etc, are all eligible to be so appointed. The ACP was just to give an example of acceptable grade level which though as been conceived by the Police as if the position is meant exclusively for them. By Public Service Rules, PSR, Assistant Commissioner of Police is on GL13.

Meanwhile, the DSS, another Security Agency of government are seen as alternative Agency to be considered for appointment into the position. There are indications that even the core staff of the EFCC will prefer a non-police officer as their Chairman especially now that Mr. President is hoping to do things differently.

Recall that Mr. Abdulrahman Mani is a DSS Agent. He was the Chief Security Officer, CSO, to President Buhari or over eight years, even before the president was elected and sworn-in in 2015 until he was posted out of the Villa late 2015.

As the nation awaits the official announcement of Magu’s replacement, it is almost certain that President Buhari will spring another surprise as he always does when it comes to matters such as this.
