Being the most developed does not mean it would be free of slums.
Slums are part of living only that the numbers must be minimized.
Even UK, US and other developed countries have slums.

Houses on water makoko, with boats as a means of transport. With a some hundreds of million naira investment, that place can be turned to hot cake.
It is as simple as creating walkable bridges to create a street, and and nice estate building that floats on water, coupled with treated river that you can see fishes swimming. This can be turned into a resort center

The failed country.
I remember in 70s and 80s we used to thank God for being nigerians and had great hope of better tomorrow.

But nigeria turned to a senseless country because of bad leaders.
Nigeria is a country one cannot proud of.

That is why Sabon Gari is a slum.
he even listed Nassarawa as a slum.
