I believe so, because GOD reveals that HE chooses all that come to Him, that are truly His .... "According as he hath chosen us in him before the foundation of the world, that we should be holy and without blame before him in love:" - Ephesians 1:4....

"For whom he did foreknow, he also did predestinate to be conformed to the image of his Son, that he might be the firstborn among many brethren. Moreover whom he did predestinate, them he also called: and whom he called, them he also justified: and whom he justified, them he also glorified." - Romans 8:29-30 (Also Ephesians 1:5, Ephesians 1:11)

I don't know if the teaching by xproducer goes along with the question of the OP.

Predestination in God is for everybody. Not selected people. Man still has a choice to say yes or No. Predestination does not mean God makes our decisions. It doesn't not mean God rejects some people from being saved .

Jesus simply means he selected the 12 men out of numerous of his disciples to lead his group after his ascension to heaven! Matthew 16:19
The 12 didn't do the choosing by themselves, Jesus did it {Mark 3:14-15} these 12 are to become lifetime pioneers fishing for more disciples, none of Adam's imperfect descendants can single-handedly bear the FRUIT of God's holy spirit which has 9 unique qualities {Galatians 5:22-23} but as a group once the holy spirit is with them they will continue to bear the FRUIT and millions will start joining them {Matthew 5:13-16} and whatever they ask God to do for them (in line with their assignment) will be granted {1John 5:14 compare to Matthew 7:7-11}
So Jesus wasn't talking about predestination, the teaching of predestination is of pagan origin!
