I've noticed that all over Lagos, we have so many so called shanty centers claiming to have franchise with universities from cotonou. Some are as small as a 2 bedroom flat and they offer minor lectures to students and at the end of the day, buy certificates for them from cotonou. |

That's what is referred to as dysfunctional education. It is a common practice in third world countries. |
