Two men from Nigeria have been charged with running a visa fraud business out of a Hyattsville office, court documents filed in Maryland’s federal court said.

Nandang Ladep Gwamzhi is being held on suspicion of being an illegal immigrant, records show. His colleague Kodilinye Ojukwu is being held without bail pending a hearing.

The two are accused of filing “several dozen” fraudulent permanent worker visa applications with the U.S. Department of Labor between 2005 and February 2009, State Department Special Agent Maya Clark wrote in a sworn statement.

Applications for permanent worker visa applications require the sponsorship of a U.S. business. The application is often submitted by a representative or lawyer of the business making the request and is reviewed by a Department of Labor official.

Between February 2008 and July 2008, a witness cooperating with federal authorities repeatedly met with Ojukwu and Gwamzhi at the Hyattsville office of Immanuel Chambers LLC, Clark wrote. The witness told the Nigerians he was planning to open a furniture business and wanted help with a visa application for a woman he wanted to employ as a branch manager.

During one of the recorded meetings, Ojukwu told the witness he would backdate the creation of the furniture by six months on the application, documents said. “Such backdating would give the sponsoring (furniture) business a veneer of legitimacy,” Clark wrote.

In June, Ojukwu and Gwamzhi hammered out the details of a false resume for the woman the witness told them he wanted to hire, the statement said. In a recorded phone conversation between the witness and an unnamed Immanuel Chambers employee, the employee said, “I am supposed to ask you what year she graduated, but I’ve already done something so it’s fine,” Clark wrote.

When it was finally submitted July 14, the application contained the fraudulent date for the establishment of “L.S. Furnishings,” a fake address for the woman meant to receive the visa and falsely stated the date of the woman’s college graduation, court documents said.

Earlier this month, Clark wrote that she visited the Immanuel Chambers office and found the two suites from which it operated also had signs for Kodi Ojukwu & Immanuel Chambers, Cooper International and the International Organization for Humanitarian Services. All of those names appeared on fraudulent applications, she wrote.

No attorneys were listed for Ojukwu and Gwamzhi.
