In fact, just Lagos. And it's because that is where initiatives work, coupled with open door governance that welcomes ideas, unlike the conservative approach most or other states take. Abuja's case is because it is FCT, that's all.

Forget that initiative or open door bla bla bla.

It's majorly due to the way Lagos has been built from onset, i.e entry port into the country.

It has to be something that's accessible to people.

No be everyone get Xbox, PS4 or PC.

And Pubg Mobile is surprisingly good, and challenging especially when you encounter highly competitive Asian players.

You know clearly that lots of the programmes or activities hosted in Lagos by private organizations e.g. this very one are not government initiatives, let's call things as they are. Yes Lagos hosts port of entry and it's the commercial hub of the nation, but don't forget it is still a state, without effort by those who led and are still leading it, it wouldn't be so attractive. Creating enabling environment for something to thrive is the bedrock of any venture. In Lagos you have so many initiatives/programmes, bodies and agencies you don't find in other states in Nigeria. A clear example are states bordering Lagos and those bordering the FCT. Whereas those close to Lagos have capitalised on their proximity to Lagos those close to the FCT haven't . It boils down to what kind of leadership and governance a state has.

How?

There are multiple ways to monetize it, however the most obvious one is taking part in the championship tournaments.

Pubg mobile for one hosts some tournaments every year with the opportunity to win prize money, the exact prize money varies but it ranges in the millions.

Popular eSports teams, also make money through merchandising and getting sponsorships.

And then there are game streamers and YouTubers. If you can amass enough of a following and audience you can apply for something like YouTube's partnership program and you get payed by having advertisements placed on your videos.

There are ways to make money in this world, it is just never easy.

What gave rise to that kind of environment in the first place?

There are state with better I.T inclined, skill and development minded governors than Lagos.

If not for presense of what I mentioned in the previous quote which in turn gave rise to many companies, businesses, heavy inflow of people etc., which makes companies think Lagos is the best for that program.
