Is it both a server and database?
Is it possible to fix it on my system and try running my website login and sign up?

MySQL is a database and it's use for storing users information, if you need to run a local server on your system then you need to have XAMPP (Window Users or MAMP for Mac users). They have inbuilt MYSQL (Database) and Apache (Local Server) for creating any kind of website.
