Provided that you have a laptop of at least 4gb and data

Firstly: Download Android Studio and the sdk,
And install it,
Then you can now head over to YouTube where you'll surely spend lots of time, first learn Java or Kotlin, Java is preferable by me, after learning Java and Java OOP.

Secondly on YouTube search for mobile development course and tag along, it's gonna take a long time, but try building apps, so you'll learn faster, things might look bulky at first, just chill Google, Google and Google you'll surely also have gradle issues once in a while just Google.
"Codinginflow(.)com" and coding with mitch are part of the YouTube channels to learn about mobile dev....

Since you are in Lagos search for Facebook developers circle on Facebook, join them
Or Join Any Developers Student Club (DSC) in your school or locale, or GDG Google Developers Group or so...

When you're in Trouble Stackoverflowdotcom will be your guide and Google official Android dev documentation ( developersdotandroiddotcom) will also help..

Goodluck bro✌️

First of all, you should follow mobile application developers at YouTube and should carefully watch their videos. After getting some basic knowledge from free sources. Then, you can enrol for any mobile application development course at Udemy, Udacity and Coursera. By the way, you can also see the availability of Google developers training for Africa. Better to try these Google training after having some experience in hand.

Best of luck!

Since I can't drop a link here, Google " download Android studio" , and NO! Android studio is totally different from VS.

Budget that 5gb for the whole set-up and installation, it should be okay, #500 night plan would do the trick.

Let me add my own to it..
Download Intelli J idea or Android Studio but as a beginner I don't think you need Android Studio for now..
You can start your journey to be an Android app developer with Kotlin or Java but preferably Kotlin by me because of it's concise and interpolation with Java. It is easy to learn so far you get some learning materials and video from YouTube.
First go to Google Kotlin Bootcamp for programmers to get started with the basics.
All though, nothing good come easy and to be an expert at anything it takes time and hard work.
Get your Laptop ready your Internet download Intelli J idea and Window SDK read how to install it. Take your time and be serious about it trust me within your first 3 months you should have been writing some meaningful code in Kotlin.
You may face some challenges on the way but you just have to deal with it and look for solution to it.. All that makes you a developer.
Practice practice practice practice daily to make you understand all the basics and synthex to the extent of reading some codes lines to decipher what they really meant and used for.
When learning a new Programming language don't be a hurry to know it all in a rapid period of time it just like you're learning a new strange language (Spanish, Arabic or French). It takes time and dedication.
Don't skip programming exercise without fully knowing or understanding it.
Mind you don't ever try to cram a programming language it will be difficult you tends to frustrate yourself. The best thing is to fully understand why it works? what makes it works? what need to come first before this one comes or what need not come first after this. All these will widen your programing reasoning faculty and enhance how you write your code.
This is my own $1 for you!!
Thank You

The App provides it's users the in depth knowledge on Web & Mobile App Development virtually via DDcode App.

You will be taught programming, cloud computing, iOT etc. Most importantly, how to make money with the skill.

I suggest you go hybrid, it's the easiest.

ionicframework - typescript/javascript
react native - typescript/javascript
flutter

I wish you had learnt java first.
But since you've started with flutter just continue learning it for DART looks similar to java.
